In consultation with the Southcentral Alaska Subsistence Regional Advisory Council Chair, the Eastern Interior Alaska Subsistence Regional Advisory Chair, and the State of Alaska, the Federal in-season manager from the Bureau of Land Management (BLM) Glennallen Field Office, has issued Special Action FC-01-16. This Special Action opens a Nelchina Caribou harvest season to Federally qualified subsistence users effective 12:01 a.m. on October 15, 2016 to 11:59 p.m. on October 20, 2016. This opportunity will occur on Federal public unencumbered lands in Units 13A and 13B only. The harvest limit is 2 caribou by Federal registration permit (FC1302). This opening and closure does not affect the regular winter caribou season from October 21, 2016 to March 31, 2017. This limited opportunity has been implemented by Federal Emergency Special Action WSA 16-05.
Due to a change in the Nelchina Caribou Herd’s migration pattern, authorization for this Special Action was granted by the Federal Subsistence Board in order to ensure subsistence harvest opportunities for Federally qualified subsistence users. To assist in bringing herd numbers closer to healthy management goals, hunters are encouraged to harvest cows, focusing effort on those cows without calves. Additionally, as bulls come out of the rut, meat can become strong and gamy and the harvest of cows is often preferred.
Please report your harvest to the BLM Glennallen Field Office within 5 days of harvesting an animal using your previously issued harvest reports. If no animals are taken during this Special Action opening, harvest permits remain viable for the regular caribou season which reopens October 21, 2016 and closes March 31, 2017.
Unit 13 Federal subsistence hunting permits are available to Federally qualified subsistence users at the BLM Glennallen Field Office during business hours of 8 a.m. to 4:30 p.m. Monday through Friday. A hunting license, photo ID, and proof of physical residency are required to obtain permits. For more information, contact the BLM Glennallen Field Office at (907) 822-3217.

Current federal subsistence caribou permits for GMU 13 are valid for this hunt. The same bag limit will still apply, this is not an additional bag limit. The Special Action just adds days to the existing season.
